Can a Postpaid customer activate this plan without having another data plan activated?

These plans will be available as an Add-on, thus any customer with a primary/base voice or data plan activated on their mobile can activate this package. Customers currently cannot activate this plan as their Base Plan, however, we will soon make this facility available
